    The government holds a fundamental role in the pursuit of national development. In carrying out development initiatives, the government requires substantial financial capital; therefore, it formulates and implements various policies aimed at generating state revenue, including through State-Owned Enterprises (SOEs). Furthermore, the government may enhance state income through cross-border mechanisms, such as foreign direct investment (FDI) and the repatriation of funds from Indonesian migrant workers. Nevertheless, in undertaking these measures, the government is equally obliged to ensure the enactment of legal policies that provide adequate legal protection to all parties involved in the process of generating and managing state revenue.

    As a state governed by the rule of law, Indonesia is inseparable from a multitude of regulations—ranging from those concerning technology, finance, land affairs, employment, and general elections (democracy), to broader omnibus regulations. This condition inevitably presents an ongoing challenge not only for the government and law enforcement institutions but also for society as a whole. It is not uncommon for these various regulations to encounter issues, whether in their formulation, implementation, or enforcement.

    In this Volume 6, Number 1 (2025) edition, Jurnal Al Wasath seeks to capture and critically examine the issues related to regulatory complexity (hyper-regulation). This topic is particularly compelling, as the state—represented by both the executive and legislative branches—appears to be in a constant race to produce new regulations, extending even into the private spheres of its citizens.

    Hukum adalah upaya bagi masyarakat untuk mendapatkan keadilan, melalui aturan-aturan hukum yang dibuat oleh legislatif, hukum berusaha untuk menciptakan keadilan dan keteraturan. Terlepas dari kepentingan-kepentingan politis dalam upaya pembentukan aturan perundang-undangan, maka telah menjadi tugas dan tanggung jawab masyarakat dan aparat penegak hukum untuk terus mengawal laju penegakan hukum agar sejalan dengan semangat perumusannya.

    Hukum dan Kebijakan publik merupakan satu kesatuan yang utuh, bahwa setiap aturan hukum pasti akan berdampak terhadap publik (social), oleh karena itu setiap aturan hukum yang disahkan oleh pemerintah perlu memperhatikan kepentingan masyarakat. Hukum yang bertentangan dengan kepentingan masyarakat akan berdampak pada kekacauan sistem sosial.

    Kebijakan publik dapat dimaknai sebagai sistem yang bertujuan untuk menciptakan keteraturan sosial, dengan demikian setiap kebijakan yang disahkan perlu memberhatikan beberapa faktor kebutuhan di masyarakat.

    Pemilihan Umum (yang selanjutnya disebut sebagai PEMILU) merupakan hajatan rutin bagi Indonesia. Tidak hanya sampai disitu, PEMILU juga merupakan amanat langsung dari Konstitusi Negara Indonesia. Bahwa terdapat hal yang menarik untuk dilakukan penelitian dan analisa terkait sistem pemilu, regulasi yang dibangun, serta relasi antara pemilu dengan kebijakan-kebijakan lain yang "tetap" berhubungan dengan upaya mendapatkan dan/atau melanggengkan kekuasaan melalui jalan politik.

    Pemihan Umum merupakan bentuk nyata dari negara demokrasi, sehingga bagi negara yang menganut paham demokrasi--dalam hal ini Indonesia--adanya Pemilihan Umum merupakan hal yang sangat penting. Tidak hanya berhenti disitu dengan perkembangan teknologi, pelaksanaan pemilihan umum juga tidak luput dari persoalan-persoalan yang berkaitan seputar teknologi, misalnya dengan adanya sistem pemantauan pemilu secara online, pendaftaran partai politik, serta sistem transparansi dan verifikasi secara online juga memberikan dampak cukup besar bagi pelaksanaan Pemilihan Umum yang berhubungan dengan perkembangan teknologi.

    Problems in society have very diverse forms, therefore efforts are needed that can be made to create access to justice. In addition, the conditions and structures in society that are very diverse also have a significant impact on efforts to create class inequality, this condition is exacerbated by economic inequality, causing access to justice--especially for people with weak economic structures--to become difficult to get justice structural.

    Jurnal Al Wasath Legal Sciences Universitas Nahdlatul Ulama Indonesia is published since 2020 and has now entered volume 3, at the age of 3, Jurnal Al Wasath always makes efforts to improve the quality and quality of journal publishing. The publications that have been conducted in 2020 and 2021 are in April and November with 5 (five) scientific papers and 1 (one) book review. In 2022, Jurnal Al Wasat will be re-published with Vol 3 No.1 and Vol 3 No. 2 in 2021 in April and October, it should be conveyed that there are 8 (eight) elements of self-evaluation assessors in a scientific journal namely the naming of scientific journals, institutional publishers, editing and management of journals, article substance, writing style, appearance, appearance and dissemination.

    Currently, the Al Wasath Journal of Law, Nahdltaul Ulama University, Indonesia has made two publications in 2020, namely Vol 1 No.1 / 2020 and Vol 2 No.2 of 2020, publication in 2020 is one of the most important beginnings for Al Wasat Journal. to cross the ocean of science and journal publications in this country. Therefore, it is necessary to convey that in 2021 the Al Wasath Journal has entered its 2nd Volume. Based on the foregoing, we intend to submit a draft of the proposed Al Wasath Journal Vol 2 No.1 2020 Publishing Agenda.
