National Ideoogy Certification Policy Model as a Foundation for Institutional-Based Strengthening of Pancasila Values by the Pancasila Ideology Development Agency

Pancasila, as the foundational ideology of Indonesia, plays a fundamental role in the life of the nation and state. However, the values contained in Pancasila are often viewed merely as symbolic, without substantial application in societal life. This study aims to examine the role of Pancasila as the national ideology and the challenges of its actualization in the face of rapid social and technological changes. The method used in this study is normative legal research with approaches in legislation and conceptual analysis, focusing on the analysis of regulations related to Pancasila and the policy of national ideology certification. The research findings show that although Pancasila is recognized in legislation as the source of all legal sources, its application remains ineffective. Therefore, concrete efforts can be made through the conceptualization of a contemporary national ideology policy, in the form of mandatory national ideology certification for civil society, as a means of internalizing the values of Pancasila using education and training instruments. This policy involves participatory education aimed at internalizing the values of Pancasila in an applicable manner through more interactive methods, including case simulations and social analysis.
