The government holds a fundamental role in the pursuit of national development. In carrying out development initiatives, the government requires substantial financial capital; therefore, it formulates and implements various policies aimed at generating state revenue, including through State-Owned Enterprises (SOEs). Furthermore, the government may enhance state income through cross-border mechanisms, such as foreign direct investment (FDI) and the repatriation of funds from Indonesian migrant workers. Nevertheless, in undertaking these measures, the government is equally obliged to ensure the enactment of legal policies that provide adequate legal protection to all parties involved in the process of generating and managing state revenue.
